REGULATIONS

for the XII International RSSU Chess Cup «Мoscow Open-2016»

International RSSU Chess Cup «Moscow Open-2016» (hereinafter the Cup) is held in Moscow from January 28 to February 8 in 2016.

Arrival dates for participants: January 28th for participants of children and University’ student tournaments; January 29th for participants of the main tournaments. Departure dates: February 7 for participants of children and University’ student tournaments, February 8 - for participants of main tournaments. The place of venue is Russian State Social University (RSSU), ul. Vilgelma Pika, d. 4; Metro station "Botanichesky Sad".

The Cup hosts are Russian State Social University (RSSU, www.rgsu.net), a non-profit organization Moscow Chess Federation (MCF, www.moscowchess.org), the Management of Sport and Entertainment Activities of Moscow Department for Physical Culture and Sport (www. mossport.ru) with the support of the Russian Chess Federation (www.russiachess.org), the International School Chess Union (www.icce.su), World (www.fide.com) and European (www.europechess.org) Chess Federations.

The Cup comprises eight separate tournaments:

A Tournament - RSSU Cup, Men’s Cup of Russia Stage
B Tournament - RSSU Cup, Women’s Cup of Russia Stage
C Tournament - RSSU Amateur Cup – selection to the World Amateur Championship-2016
D Tournament - RSSU Veteran Cup – selection to the World Senior Championship-2016
E Tournament - RSSU University Student Cup - selection to the World Amateur Championship-2016
F Tournament – RSSU School Winner Cup – selection to the World School Championship-2016
G Tournament - RSSU Blitz Chess Cup
H Tournament - Youth World Championship in Composing

 

FIDE workshops for coaches, referees, organizers, teachers and supplementary education teachers will run during the Cup as part of development training courses.

The general prize pool of the Cup comes to 4.730 million rubles.

RSSU Student Cup (amateur rating) (under 1700, under 2000, under 2300 categories) –
Personally-team standings - European Student Series - E Tournament

The tournament prize is: 600 000 RUB, for Winners in each personally categories (6  pers.)  and for Winner among  University teams (1 boy and 1 girl) will be provided  free participation included (accommodation, meals) in the World Amateur Cup in Greece (Eritrea, 18 - 28 April 2016), total 8 persons.

RSSU School Winner Cup – F Tournament

The tournament prize is 8 grants of 450 000 RUB value aimed at participation of winners in the World School Chess Championship in Tunisia (Sousse, April 30 – May 8, 2016).

The tournament is open for schoolchildren, age groups (boys and girls separately): under 9 years old (born 2007 and younger), under 11 years (born 2005-2006), under 13 years (born 2003-2004), under 15 years (born 2001-2002).

The age groups winners receive free accommodation and meals according to the Regulations of the World School Chess Championship.
 

RSSU Blitz Chess Cup – G Tournament
Tournaments of 3 types: for adults, University’ students and children

The tournament prize is 300 000 RUB (100 000 RUB in each blitz tournament)

Youth World Championship in Composing – H Tournament

Three nomination are open: young men and ladies under 15 (d.o.b. 2001-2002), under 17 (d.o.b. 1999-2000), under 19 (d.o.b. 1997-1998)
The tournament prize is 60 000 RUB in each nomination.

The prize distribution and awarding system

In case of equality of points the prizes cannot be divided, any participant can receive only the highest award, the place to be defined by the following additional indicators:

a) For A, B, C, D, E, F, G Tournaments:
- Buchholz system;
- Median-Buchholz system (excluding one worst result);
- Number of wins;
- The result of a head-to-head meeting.

b) In the H Tournament special indicators are applied.


To receive the prize the participant must score at least 50% of points.

Prizes are subject to taxation in accordance with the legislation of the Russian Federation (The income tax for Russian citizens is 13% and 30% for foreign citizens).
Upon receiving the prize, foreign nationals represent a copy of the passport.

In the absence of the winner at the closing award ceremony or in case of dress code incompliance awards cannot be given and cannot be sent.

The competitions order

The Cup is held according to the rules of FIDE including chess rules, approved by Russian Ministry of Sports and Tourism, with use of a computer draw - SwissManager. The behavior of the participants is regulated by actual statement "On sanctions in sport of chess", and according with the actual statement on the inter-regional and all-Russian official sports competitions in chess.

Tournaments A, B, D are played by classical system (one round per day) with time control: 90 minutes for 40 moves plus 30 minutes with additional of 30 seconds per move starting from the first.
Tournament C, E, F are played by system scheme (one round per day) with time control: 90 minutes plus 30 seconds per each move starting from the first.

The tournament G is played with controlled 5 minutes per round with the addition of 3 seconds per move starting from the first.

In the tournament H time control is determined by FIDE Regulations.

For being late for a tour for more than 30 minutes defeat is put, the opponent receives "+ (plus)", and participant being late receives "-(minos)".


Appeals Committee

The Appeals Committee consists in three main and two substitute members. Each protest (appeal) must be forwarded to the chairman of the Appeals Committee within one hour after the end of the tour. Protests against the results of the draw are not accepted, except for the main violation of the rules of the Swiss system - two members cannot meet each other more than once. Each participant submitting the protest must pay a deposit of three thousand rubles. Appeals Committee returns the deposit if the protest is solved. The decision of the Appeals Committee is final.


The Tournament Director

Tournament Director is appointed by the organizers of the Cup and is responsible for the preparation and holding of the competition at a high level. The tournament director has the right not to allow to participate in the competition, or to exclude from the competition participants who violate this Statement of competition or the moral and ethical conduct.


The terms of participation

The costs for trip of participants of the Cup events (travel, meals , accommodation, entry fee) are paid by business trip organizers or by participants themselves. Participants invited by the organizers of the Cup are accepted free of charge (for them hotel and meals are provided).

Entry fee for D, G, and H tournaments is 1000 rubles, for E and F tournaments is 2500 rubles per participant.

 

Discounts

In tournaments A, B and C discount of 500 rubles is available for  juniors (born in 1998 and younger).

Men born in 1946 and older and women born in 1951 and older are allowed in tournament D without fee.

 Discounts don’t calculate, the participant can receive only one discount to pay the fee.

 

Additional Program

Seminar for FIDE Trainers is held by FIDE lecturer, Chairman of the Coaching Committee FIDE,  International Grandmaster Adrian Mikhalchishin.

FIDE seminar for arbiters is held by a lecturer FIDE, International Arbiter - Alexander Tkachev.

Seminar for FIDE organizers, teachers, additional education employees, professors of academies is held by International Organizer Alexander Kostyev.

On-line commentary is held by International Grandmaster Alexander Kalinin.

Participants of the FIDE seminars are issued certificates in accordance with the regulations of FIDE. The information is published on the FIDE website.

Participation fee for one seminar is 4000 rubles.

Applications for participation in the additional program are accepted by mail: iscu@mail.ru with copy to moschess@mail.ru.

 

To make registration to participate in the Cup you must:

1) Fill out the registration form on the website of the Cup (www.open.moscowchess.org).

2) Pay the tournament fee in day of arrival in Rubles.

Registration for the Cup ends January 15, 2016. The Organizing Committee reserves the right to refuse to register after January 15, 2016. For participants, who made application for registration on exceptional basis, the registration (admission to the tournament) after January 15, 2016, entry fee increases for 1000 rubles. In case of refusal in participation in the Cup  fees are not refundable.

In the draw for the first round are included only those participants who have personally received accreditation according to the schedule of the tournament on January 28 (children and students) or January 29 (adults) till 19 hours. Participants who did not receive accreditation in this period are included in the extra draw before the start of the first round with a fine of 1000 rubles. The accreditation card is a pass to the territory of Russian State Social University.

Payments are accepted by the current FIDE rating on the payment date.

Foreign participants pay an entry fee in rubles on January 29, 2016 in RSSU according rating for January 1, 2016.

Note: in the first day of the festival additional draw is held at 12:00.


Visa support

Visa support is provided to all foreign chess players who applied to the Organizing Committee till 15 December, 2015. In case of an application after 15 December, 2015 Organizing Committee is not responsible for visas.

Attention! Booking a place in the room is not available, prices are specified per room, if one participant books a room " Standard with one room" or "Econom", the room price will be 1400 rubles and 1500 rubles in accordance. The exception is accommodation in " Standard with two rooms" and "Suite": the minimal price for the room "Standard with two rooms" - 2400 rubles, in case of stay less than three people per room; the minimum price for the room "Suite" - 2700 rubles in case of stay less than three people per room.

In case of booking a room for settlement account of MCF fee payment is made - for booking, the amount of payment is a payment for one night stay in the chosen room. Fee payment is not included in the payment for hotel accommodation and expenses by MCF for the organizational expenses. You can find detailed information of the procedure for booking on the festival website.

Number of rooms in the hotel is limited, in case of big number of participants the organizers do not guarantee hotel accommodation for the price stated in the Regulations.
